We want the roxagent to report to sensor the following data:

• Is the RHEL on VM activated?
• Is the DNF metadata available on the VM?

Those being true are a prerequisite for scanning to succeed. If the system is not activated or dnf metadata is unavailable, we want to provide this information to the user in the UI.
