Central is showing context deadline exceeded when connecting to external DB

      USER PROBLEM
      What is the user experiencing as a result of the bug? Include steps to reproduce.

      Customer is running external db with acs. The central pod when starts can establish the connection but after ~15min the connection fails and central shows "context deadline exceeded" when connecting to the DB.

      Customer is running the external db in HA mode.
      The database doesn't show any errors nor shows any issues why the timeout would happen.
      No OOM kills, no exhaustion of the database is shown.
