Fleetshard Sync ArgoCD app is failing to sync on integration due to an ImagePullError.

      ArgoCD fails to sync the FSS deployment right after merge because the image is not built on Konflux yet.

      emailsender is not affected because it has a different rollout strategy (RollingUpdate vs Recreate).
      Proposed fix is to create an ArgoCD hook that will check if the image is available before making an actual sync.
