Goal Summary:
Expand the default ACS monitoring suite to include alerting for central-db PVC storage capacity.

The scope of this alert is currently limited, covering only persistent volumes in the openshift-, kube-, and default namespaces, while central-db PVC resides in a custom namespace (e.g., stackrox or rhacs-operator).
Goals and expected user outcomes:
- Users will receive standard Prometheus alerts when the central-db PVC approaches capacity.
- Expand the existing templates/prometheus.yaml and standard OpenShift monitoring to include alerting on space limits on ACS managed volumes (like central-db PVC).
Acceptance Criteria:
- Predefined Prometheus alerting rules are implemented to trigger when central-db PVC disk usage exceeds defined thresholds.
- Alerts can be deployed automatically.
