VM Relay does not detect vsock becoming available

      While the VM relay works when Stackrox is started after Kubevirt is installed with Vsock support, if Stackrox is deployed before installing Kubevirt the following happens:

      • The relay starts up, tries to bind to Vsock addr/port
      • The operation errors out due to lack of Vsock support
      • kubevirt is installed
      • The relay does not realize this and never retries to start up, even If it would now succeed.

      This is a problem because it creates a timing dependency: the VM feature only works if Stackrox is installed after Kubevirt.
