Resources in ACS are there to configure access to functional areas of the product.
One pattern was observed now and again over time: a new resource was created in order to support the storage of a new object type.
There were cases in the past where too fine object granularity led to issues (see ROX-8250).
The goal here is to influence the software development process to ensure that new objects stored in the product database are bound to resources that represent the functional area the new object type belongs to.
