      USER PROBLEM
      What is the user experiencing as a result of the bug? Include steps to reproduce.

      Central CRs restore from backup, following the documentation, no longer have certificate / CA rotation enabled, due to the `central-tls` not being owned by the Operator.

      This should be:

      • mentioned in the documentation as a limitation
      • provide manual or automatic steps to fix
