USER PROBLEM
What is the user experiencing as a result of the bug? Include steps to reproduce.
Central CRs restore from backup, following the documentation, no longer have certificate / CA rotation enabled, due to the `central-tls` not being owned by the Operator.
This should be:
- mentioned in the documentation as a limitation
- provide manual or automatic steps to fix

The Central CR was backed up and restored in a new cluster / namespace.

What is the root cause of the bug?
`central-tls` does not have an ownerReference pointing to the Operator.
FIX
How was the bug fixed (this is more important if a workaround was implemented rather than an actual fix)?
