As hypothesized in this thread https://redhat-internal.slack.com/archives/C0313JYKH8W/p1763031409957709 users cannot view the "Getting Started" or "Instances" pages in the ACS UI if they do not have a valid entitlement. This is problematic in this particular case, because the user has an exception that should allow them to view their existing instances in the list, even if they no longer have the ability to create instances.
Fix
- The "Getting Started" and "Instance" pages should no longer be restricted, so that users can view them even if they do not have an active subscription.
- If a user does not have a subscription, UI elements that initiate creation should be updated/disabled to reflect this
- The instances shown in the UI should reflect what the user has access to view (should be automatic via the API, but test this)
