USER PROBLEM
What is the user experiencing as a result of the bug? Include steps to reproduce.
- I can export a policy via JSON but then cannot immediately import the same file back into ACS. There is either metadata or the format that is getting in the way. However, when importing policies into ACS there are no error messages so I have no way of knowing what to fix to import my policy.

- Export -> import of policies not working

How was the bug fixed (this is more important if a workaround was implemented rather than an actual fix)?
- Ensure the policy that is exported via JSON can be immediatey imported into ACS.
- Bonus: Add error messages to the import functionality
