User or Developer story:

As a developer who works on the long running cluster I would like to be able to modify the configuration of the monitoring deployment before actually deploying it. This can be done by putting more templating into the existing helm charts for the monitoring deployment and then overriding the default values in stackrox/actions. These changes need to be backported to release branches.

Acceptance Criteria:

Create a long running cluster.
