4.7.7, 4.8.3 and 4.8.4 releases set mediaType on container images to `oci` which isn't compatible with some older registries and so image mirroring could be broken (info in this Slack message is as much as I know: [https://redhat-internal.slack.com/archives/C06RBBBGY11/p1758912421398329]).
This change reverts mediaType to `docker` (as was set on images released in versions 4.7.6 and earlier, 4.8.2 and earlier) so that ACS product images could be mirrored in older image registries not supporting `oci` mediaType.
