When releasing, one must find operator-bundle tagged pipeline and grab a Snapshot name from it, pasting that to some Release resource template.

This is prone to error as one can make a mistake copy-pasting.

Instead of doing this, we can produce a Release resource from code and post it in Slack channel for release engineers.

For RC pushes - staging Release.
For release tag pushes - staging and prod Release.

Note that OTOH, collecting JIRAs and CVEs isn't automated yet so the release engineer will have to compose spec.data.releaseNotes by hand. There are ROX-30735 and ROX-31268 to automate that.
