Adding new elements to the fake workload generation makes it challenging to add unit tests, because the workloadManager relies on global pools of entities that are not passed to the respective functions as dependencies. 

While working on ROX-30390, I needed to add a probability of generating a specific characteristic and was unable to write unit tests for that.
