Use downstream ESO once ACSCS OCP version allows

      Overview:

      Currently we're using the upstream External Secrets Operator (ESO) in ACSCS.

      According to this threads:

      There will be a RH build available on newer OCP version possibly 4.18, for sure in 4.19.

      Once we're on a OCP version that supports the downstream ESO build we should switch and no longer use the upstream images.

      Make sure to change the ESO used in CI as well.
