Consider generic way of preventing changes to built-in signature integration

      The built-in Red Hat signature integration is made read-only via custom "if"-statements in the PUT/DELETE handlers.

      We should consider whether this should be done using a different mechanism that allows extending the behavior to other integrations and follows best development practices.
