The base URL needs to consider not only the absolute base path (user-workloads, platform, etc), but totally separate URL contexts depending on if the URL is constructed in the standalone version or the plugin.

For example, in the plugin there is no separation between user-workloads and platform, and the base url is the same in both cases. However, in the plugin links to "deployments" will go to the security tab of the existing OCP "deployment" page, while in the standalone version the links will navigate to our custom deployment page.
