In the Operator, add logic to restart all workloads of the Custom Resource:

• Central services - whenever the Operator performs a CA rotation operator
• Sensor services - whenever the Operator detects a CA change in the tls-cert Secrets

This would allow ACS to resume operation with minimal downtime (less than a version upgrade) every time a CA rotation is performed (~every 3 years).

Note that this approach cannot be applied to Helm managed secured clusters.
