Overview:

Prerequisite to add a label for CISA KEV.

Acceptance Criteria:

• Correct rendering of zero or more labels
• Composable solution that has small incremental effort to add another label element
• Supports conditional rendering, especially by one more feature flags (CISA KEV will have short-term feature flag, but also long-term feature flag for Scanner V4)
