Overview:

This epic captures various improvements to Central <-> Sensor comms to increase robustness/resilience.

Some of the improvements may be tactical (improving the resiliency of a single message or known issue) others may be strategic (prevent future issues)

Requirements:

A stalled receiver in sensor and/or slow pipeline in Central should not impact functionality for other receivers in sensor or other clusters/pipelines in Central (within reason) 

Technical Scope:

High-level list of items that are in scope; usually completed by a staff engineer or a lead from the Feature Delivery Team. Initial completion during Refinement status.
