It seems that we've missed an item in PaC - where the reference to image signing integration by ID needs to change to specification by name (as we've done for notifiers)

Just to be clear, we're talking about making our current config-controller accept an image-signing integration name, not adding a gitops-way to define a complete image-signing integration.
