With the new external flows baseline panel, there are times when moving a flow from anomalous to baseline (via bulk actions or for a specific flow) that the flow does not correctly update to the new state.

Initial investigation in https://github.com/stackrox/stackrox/pull/15491 has shown that aggregation of the entities might be part of the problem, but has yet to identify the root cause.
