This task is about adding prometheus metrics to the compliance operator reporting feature. Those metrics are not primarily meant to be consumed by the users, but rather support the devs in investigating potential problems with the feature.

Currently planed metrics:

• CO versions transmitted to Central (to catch edge-cases, e.g., when version is empty)
• Failed to find a cluster for a schedule (when cluster is deleted but schedule is kept, or when cluster changes its cluster ID due to misconfiguration)
• Number of CO scans running in parallel - try to include some temporal aspects
• Scan configs with number of profiles - the goal is to see whether it happens that config has 0 profiles.
