Implement certificate hot reload for:
* Central
* Sensor
* Scanner (and Scanner Slim)
* Scanner V4 Indexer
* Scanner V4 Matcher
* Admission Control

All these services reuse the same Stackrox packages for certificate management (except for scanner slim which duplicates that code).
