GHA and kind cluster is much faster than PROW and GKE cluster (we get tests in 30 minutes instead of 50). Let's use GHA for most of our PRs and make prow job optinall and run it only when sensor is changed or test is manually requested. Give GHA week or two to test it's stability. After this time make it required
