USER PROBLEM

• create a Central called foo, create and apply an init bundle
• create a SecuredCluster called foo
• watch the central operands disappear, as the operator reconciles the SecuredCluster

CONDITIONS

• same namespace, same helm release version

ROOT CAUSE

• helm release name depends only on the CR name and helm release version, not on the CR Kind

FIX

• document the limitation (tracked in ROX-29601)
• try to turn it into an error rather than silently overwrite
• both at ACS and helm-operator-plugins level
