As a part of Base Image feature, we need APIs that enable users to manage repo paths(also called base image references). Repo path have 2 parts- registry+repo and tag which can be exact tag or a regex with wildcard. This epic is about implementing Base Image Reference store, datastore, its CRUD REST APIs for base image reference management. Please see the API section in design doc
