Overview:

The current inconsistencies between the defaulting behavior when it comes to installing Scanners between the operator and the Helm chart have been raised already on multiple occasions.

As I understand it was made clear (Cc'ing sbadve@redhat.com ) that Scanner team leans towards streamlining this behavior so that also the secure-cluster-services Helm chart installs Scanner V4 by default.
