Observed behaviour/steps:

1. Have a large number of external entities flows to a given CIDR range
2. Add a new CIDR for that range
3. Observe that:
   1. The new CIDR range is represented in the graph, including showing correct flows
   2. The number of external IPs does not increase
4. Some indeterminate time later (needs investigation)
   1. The number of external IPs within that range does increase
