Currently, only Operator users on OpenShift may deploy StackRox Scanner (scanner v2) and Scanner V4 on secured clusters. This was (probably) because it was believed Operators were an OpenShift-only concept. This is not true, so there is no reason to disallow these scanners to be deployed via Operator in non-OpenShift environments.
