Overview:

Customers newly installing Central via the Operator shall also get Scanner V4 automatically, unless explicitly disabled.

Caveat:
It is not clear yet how we will implement this defaulting, given that we need different behaviors for new installs and upgrades.
In particular, we need a solution for the `scannerComponent: Default` setting in the custom resource.

Acceptance Criteria:

• Defaulting behavior is unchanged for upgrades: Scanner V4 will not be automatically installed unless explicitly enabled.

• For fresh installations Scanner V4 shall be automatically installed unless explicitly disabled.
