Acceptance Criteria:

As an ACS user I would like collector to send the complete delta of networking activity when the collector runtime configuration is changed.

Currently when external IPs goes from the enabled state to the disabled state, the open event for the normalized connection is sent immediately, but the close event for the unnormalized connection is only sent after the afterglow period is expired. A similar thing happens when external IPs goes from the disabled state to the enabled state.

The complete networking delta should be sent when the state of the external IPs feature is changed. There should be integration tests to make sure that this is working.
