Changing a label or annotation might change the effective privileges a deployment has.

The customer would like to alert if a change is attempted on a specific list of labels / annotations

Read the RFE comments for context. Currently we can only require labels/annotations. This is different. It helps implement immutable labels. BTW  this is how Illumio operates - they rely on labels and they implement immutability)
