Only when building for release, i.e. in release- branches, we agreed to disable GHA builds that push to quay.io/rhacs-eng/ and make Konflux builds push there without -fast suffix, in StackRox repo.

This way, we
1. get ability e2e test Konflux-built images before we release them (there's a task for e2e changes - ROX-27173),
2. make sure there's no -fast suffix in the embedded version in main/roxctl/operator so that the product is deployable as Stable Stream.
