As a user of collector runtime configuration, I would like the docs to be up to date.

The docs should reflect the new format for the collector-config ConfigMap. `networking.externalIps.enable` had been changed to `networking.externalIps.enabled`. It has also been changed from a boolean to an enum. `maxConnectionsPerMinute` has been added and since this parameter is independent of external IPs, collector runtime configuration should have documentation separate from external IPs.
