Add info to docs about "Attempted" column in Violations page.

From Van: "'Attempted' means an attempted deployment action was blocked by a pre-check of ACS policies in our admission-controller.
In other words, the deployment action that was attempted would have triggered a violation if it had been allowed to succeed, but the 'Enforce' behavior was specified in one of our policies, which did not allow it to succeed."
