Undeploy needs to check if other bundles exist with same name before deactivating WS endpoint

When a BPEL deployment is undeployed, only call deactivate on the WS endpoint if no other deployment artifacts exist with the same name - excluding the version number.

This is because other versions of the undeployed process definition may still exist, and therefore a WS endpoint is still required until the last version of the process definition is undeployed.
