Fix OCP 4.21 Catalog before rhwa-4.21-0 Release

      Issue

      OCP 4.21 catalog includes older (not planned to be supported) versions of our operators until the RHWA-4.21-0 release.

      See below the current versions under this catalog for nhc as an example.

      Solution

      Release an intermediate RHWA FBC catalog update for OCP 4.21 before its GA date (Feb 3, 2026) to clean the catalog of old versions and fill the 2-week gap before the main RHWA-4.21-0 release.

      This kind of release can avoid confusion among customers regarding the available operator versions on the OCP 4.21 catalog until the RHWA-4.21-0 release on February 17th.
