Review and update the NHC console plugin test plan

At first glance, the following changes are required:

• Add the scenario of creating an NHC from the OperatorHub UI

• Test case 4.7 "Verify NodeHealthCheck avoids conflict with MachineHealthCheck" is no longer relevant as of 4.10.1, because this special handling in the UI caused the plugin to crash in Hypershift clusters

• The test plan should be divided into "dead or alive" features and advanced features

In addition, a meeting with the team is required to review the proposed updates and confirm the scope of changes.
