Steps to reproduce:

1. Login to web-console

2. Go Compute/NodeHealthChecks - > Create NodeHealthCheck

3. Choose `Use escalating remediations'

4. Add few more templates

5. Edit last template to be fist

Actual results:

Template that was edited will collapse and another becomes active.

Expected results:

Template stay active until editing is finished.
