Description

This task is to document Quay plugin in RHDH.

The task includes:

• Updating information about Quay frontend plugin regarding permissions and recent new Quay backend plugin here. Uncomment reference to it here. Update to keep in sync with upstream README.
• Adding documentation for Quay backend plugin here.
• Add information about how to install Quay backend plugin (similarly to frontend). Use as package OCI image from overlays.
