Chapter 4.9. Configuring a new regular user for use with Client Registration CLI

If the selected realm you want to administer is the "master" realm, the Client ID (in the Client Roles selector) is not "realm-management" but "master-realm".
Although it's not recommended to create clients in the master realm, in the docs should be some note about the different Client ID in this case.
