Scaling SSO Server down/up can result in failed new instances

    Description

      Issue originally reported in CLOUD-764. The workaround is to change session caches to replicated caches, which resolves the issue for cloud images. However, that's a workaround and there may still be an issue with scaling up/down nodes with distributed caches.
