Issue Description :
CU has started working with UMA authorization and using the Protection API to manage resources and policies.
During testing they encounter an issue that policies created through the Policy API did not show in the Admin Console UI and vise versa. Since this is an expected behavior but as an administrator they want to be able to see policies created by the Policy API in the Admin Console UI.

Steps to reproduce :
Create a client with authorization enabled in the Admin Console.
Create a resource for the client (in the Admin Console).
Get an access_token for the created user.
Get a UMA-ticket for the created user.
Create a policy as specified here:
Make a POST request to: http://\{domain}/auth/realms/{realm}/authz/protection/uma-policy/{resource_id}
The content of the policy doesn't matter.

Check the policies of the the client in the Admin Console. The new policy won't show.
Make an API request to get all policies. The new policy will show.
