OSOS / OSOP openshift/library PR

• Blocked by KEYCLOAK-7785, which is blocked by KEYCLOAK-8165, which is blocked by momentary Cloud QE Team impossibility to test KEYCLOAK-8165 change (PTO)
• Therefore KEYCLOAK-8165 will be processed only within next CE Sprint, thus KEYCLOAK-7785 can be updated only then, leading RH-SSO 7.3 TP CD templates will be available on OSOS/OSOP only starting from CD04,
• But for future CD0* release, the openshift/library PR is deliverable too
