The licenses in 7.2.0 release are stored as symlinks which causes issues when patching to a new version (RHSSO-1279) on windows. Patch zips contain the license files as ordinary files (no symlinks) and these are updated just fine. For that reason it has been decided that the 7.2.0 license files will remain in the installation, but all only the new 7.2.z licenses (where z ≥ 1) would be replaced by subsequent patches.

To ease patch creation, the license files from 7.2.0 should be included in the keycloak-prod repo.
