The server dist contains txt license files. When the license is the same, only link to another license should be created, but instead of the links there are only txt files with almost empty content (contains only name of the file).

For example these file contains only text "org.sonatype.plexus,plexus-sec-dispatcher,1.3,Apache Software License 2.0.txt":
