Navigating off Manage/Track perspectives throws IllegalStateException

    Description

      When navigating to any of the Mange/Track perspective from any other perspective e.g. Library perspective, no errors are thrown.
      However, when navigating from a Manage/Track perspective to any other perspective, transient java.lang.IllegalStateException error gets thrown.
