Jobs: Label for empty list under new job dialog Advanced tab not showing by default

      When new job dialog is open and switched to Advanced tab, the list is by default empty which should be confirmed by displaying the label with the text:
      There are no Paremeters yet.

      However, if new parameters are added and then all of them deleted, again leaving the list empty, the label shows up.
