enable the jms signal queue in RHPAM

Description

    Please refer to the notes in BAPL-838 and JBPM-4957.

    To accomplish this:

    1. Uncomment the SIGNAL queue here: https://github.com/jboss-container-images/jboss-kie-modules/blob/master/os.kieserver.webapp/added/META-INF/kie-server-jms.xml#L24-L31
    2. Uncomment the SIGNAL queue here: https://github.com/jboss-container-images/jboss-kie-modules/blob/master/os.kieserver.webapp/added/WEB-INF/ejb-jar.xml#L56-L73
    3. Handle the SIGNAL queue in as many ways and places as we do the RESPONSE queue here: https://github.com/jboss-container-images/jboss-kie-modules/blob/master/os.kieserver.launch/added/kieserver-config.sh
    4. Handle the SIGNAL queue in as many ways and places as we do the RESPONSE queue here: https://github.com/jboss-container-images/jboss-kie-modules/blob/master/os.kieserver.launch/added/kieserver-setup.sh
    5. Add the SIGNAL queue in the kieserver64 template here for consistencey: https://github.com/jboss-container-images/jboss-kieserver-6-openshift-image/blob/kieserver64-dev/image.yaml#L86-L91
    6. Add JMS Queue configuration (executor, request, response, signal) to RHDM and RHBA templates, as described here: BAPL-842
