While we display when the BA environment has been fully "Deployed", this does not indicate whether the application is "Ready" for use. 

We should do a couple of things -

1. Append or Prepend a "Starting... " note to the BC url in Operator Hub. This note should be removed once BC is up and ready for use.
2. Add another field to Status and Hub that notifies when the app stack is fully up and ready for use.
